Gerhard leads competition teams on matters related to mergers, state aid, abuse of dominance, and Article 101 investigations. He conducts and manages economic and quantitative analyses and performs and manages document review. On various cases, he has served as lead point of contact for lawyers and clients and has managed junior staff. Gerhard has overseen high-profile cases under investigation by such authorities as the European Commission (EC), the UK Competition and Markets Authority, and the Dutch Authority for Consumers & Markets. Clients have benefited from Gerhard's extensive experience in such industries as energy, aviation, pharmaceuticals, chemicals, consumer products, and music.

Gerhard has a Master of Philosophy in economics from the University of Oxford and a Master of Science in economics and business from the University of Groningen in the Netherlands. He has published several articles on competition policy. He is a native Dutch speaker and is fluent in English.

Key Engagements:

  • Led large part of multijurisdictional (Europe, United States, Asia) horizontal merger case in colorants and enamels with regard to market share calculations; managed input for several filings; oversaw client/lawyer calls; co-drafted parts for EC Form CO and request-for-information responses; merger was approved with commitments.
  • Supported a third party in a UK hygiene services merger by performing bidding data analysis; merger was approved with undertakings in Phase 2.
  • Led effort to calculate market shares and conducted bidding data analysis for UK Jacobs UK/Wood Nuclear merger (nuclear services); merger was cleared in Phase 1.
  • Comanaged a confidential state aid case by co-drafting the report, liaising with the client on the modeling and conditions for the financial figures, and researching relevant local laws.
